Claire Harding is the Interim Director of Planning in the NWJCC.

Claire Harding brings more than 30 years of experience in the Welsh public sector, with a focus on health services and local government, having collaborated closely with the voluntary sector and engaging with citizens to drive meaningful change. 

Throughout her career, Claire has navigated and commissioned services across the entire healthcare spectrum—from public health and primary care to community services, secondary care, and more recently, tertiary provisions. 

Claire has successfully led a wide range of strategic and operational initiatives. Her expertise spans strategic and capital planning, commissioning, service modernisation, organisational change management, programme and project management, partnership governance, and public engagement. 

She has a strong history of leading multi-agency programs that bridge the health and local government sectors, particularly in strategy development and managing complex service transformations. 

An executive-level coach, Claire is passionate about empowering public sector professionals to unlock their potential and achieve excellence. 

Based in South Wales, Claire enjoys spending time with her husband and son and unwinds by playing golf.
