Chief Commissioner

Juliet took up her role as Chief Commissioner in May 2026.

Juliet is a values‑driven, strategic leader with more than two decades’ experience working across some of the UK’s most complex systems, including health and social care, public services, and the voluntary sector. She has led large‑scale system transformation programmes, stewarded multi‑million‑pound budgets, and overseen organisational workforce redesign.

Her career has been defined by turning ambition into action, uniting diverse partners, shaping shared missions, and delivering sustainable improvements that make a genuine difference to people and communities.  Juliet brings a deep commitment to creating high‑performing, equitable services where outcomes improve, voices are heard, and systems are transformed for good.

Equally, she has a strong track record of leading internal culture change, embedding values‑led leadership, building pride and clarity among teams, and creating environments where colleagues feel ownership and purpose. Her background in strategic communications and high‑impact public engagement further strengthens her ability to bring people together and tell a compelling story about our collective mission.
