Paul’s originally from Lancashire but has lived most of his life in south Wales and has a BA and PhD in History from Swansea University. He worked in the NHS for around 25 years, first as a management trainee and then in increasingly senior management, commissioning, and planning roles. This was mainly in NHS Wales but included work in Herefordshire. From 2011-15 he was Chief Officer for Cwm Taf Community Health Council, leading and supporting a wide range of public and patient engagement and scrutiny of local health services.

He’s also worked as a Senior Policy Adviser in the Intellectual Property Office, a Research Associate at the Wales Centre for Public Policy in Cardiff University, and as a freelance Health Policy Analyst. Until July 2023 Paul was a Senior Researcher in the Senedd, focusing on health policy; supporting Ministerial and budget scrutiny, work on NHS governance, performance and service delivery, data justice, and acting as lead Senedd researcher on COVID-19 during the pandemic.

Outside work, Paul plays the drums and describes himself as a theatre addict, reader, hillwalker, and history fan.
