Director of Commissioning Specialist Mental Health, Learning Disabilities and Vulnerable Groups
Sue joined the Joint Commissioning Committee as Director of Commissioning for Specialist Mental Health, Learning Disabilities and Vulnerable Groups in February 2026, bringing with her nearly three decades of leadership experience across Wales in mental health, criminal justice and substance misuse across the public, private and voluntary sectors.
Before joining the NWJCC, Sue served as Director of Mind Cymru and Social Impact at Mind, where she shared corporate responsibility for delivering Mind’s strategy across England and Wales and led its UK‑wide Social Impact portfolio. In this role, she helped drive national efforts to improve mental health outcomes and strengthen cross‑sector collaboration.
Sue also chairs the Wales Alliance for Mental Health, convening third‑sector leaders to influence government and system partners on critical issues including diversity, suicide and self‑harm.
Earlier in her career, Sue held senior leadership roles within the Prison Service, Wales Probation and the Ministry of Justice. Her work included directing multi‑million‑pound commissioning programmes, leading national contract negotiations, and embedding strong cross‑sector partnerships to support effective justice reform.
Throughout her career, Sue has demonstrated a values‑driven, inclusive leadership style and a deep commitment to improving outcomes for people and communities. She also volunteers as a Magistrate, reflecting her long‑standing dedication to justice and public service.
