Director of Commissioning for Mental Health, Learning Disabilities and Vulnerable Groups (Interim)
Adrian Clarke assumed the role of Director of Commissioning for Mental Health, Learning Disabilities and Vulnerable Groups (Interim) in May 2025 after holding the position of Deputy Director since 2021 with the NWJCC, having helped establish the predecessor organisation – the National Collaborative Commissioning Unit in 2012
A Registered Mental Health Nurse for more than 30 years with an MSc in Health and Public Sector management, Adrian has worked in areas such as acute care, crisis intervention, and continuing healthcare before moving into the commissioning arena.
Adrian has played a key role in in delivering many initiatives for Mental Health and Learning Disability services in NHS Wales, including the development and implementation of the National Hospital and Care Home Frameworks, undertaking national reviews of specialist Mental Health and Learning Disability services and supporting the Welsh Government/Joint Commissioning Committee’s Mental Health Futures programme.
Adrian is committed to ensuring that Welsh patients and residents who receive treatment and care in externally commissioned services do so with providers who are safe, effective, and deliver value for money for the system.
Adrian is married with two daughters and a grandson. He is an avid golfer and Arsenal supporter.
